Green Summit raises important questions

Environmental consciousness was the theme of the 2008 Regional Green Summit in Woodland on Saturday. The summit was held at the Woodland Community and Senior Center and lasted all day. It featured over 40 panelist speakers on topics ranging from environmental justice to water quality.

- FINAL PC WETLAND DRAFT 06-04: 5) Setback Adjustment: Qualifying Lots: Lots on which the riparian setback required by this Chapter exceeds any other setbacks in a particular yard, and which, when combined with other yard setbacks, results in a building depth area of 50 feet or less or a building envelope of 1600 square feet or less. Setback reduction procedure: Setback reduction shall be the minimum necessary to create a building envelope 50 feet deep or a building envelope of 1600 square feet (whichever requires a lesser reduction of the setback). The yard setback opposite the riparian area may be reduced by up to ½ the standard setback. If this does not create a sufficient building envelope, the riparian setback may be reduced by up to ½ the required setback. Additional reductions of setbacks require a variance.

- The Judicial Function of Surveyors - Justice Cooley: Where a pond is so small as to be included within the lines of a private purchase from the government, it is not believed the public have any rights in it whatever. Where it is not so included, it is believed they have rights of fishery, rights to take ice and water, and rights of navigation for business and pleasure. This is the common belief, and probably the just one. Shore rights must not he so exercised as to disturb these, and the States may pass all proper laws for their protection. It would be easy with suitable legislation to preserve these little bodies of water as permanent places of resort for the pleasure and recreation of the people, and there ought to be such legislation.
